The kind of chili powder found in Europe is somewhat different from that found in America. The American version is a blend of spices with very little dried ground chile powder. Just dried and powdered chilies make up European chili powder. This would be far too spicy if you made it with the European type of chili powder.
This recipe's salt content actually depends on your own taste. I usually add a good bit more, but a good place to start is ¼ teaspoon and adjust the seasoning to your taste.
